A New Era of AI-Powered Governance
The Philippine government is accelerating its digital transformation through a landmark multi-year collaboration between the Department of Information and Communications Technology (DICT) and Google Cloud. Announced on June 22, 2026, the expanded partnership aims to embed enterprise AI into public service delivery, making government services simpler, faster, and more secure for every Filipino. This collaboration reflects the strategic goals of DICT’s digital transformation roadmap and advances the government’s Philippine Development Plan 2023–2028.
The “AI Agents for Public Sector” Program
Under this flagship initiative, DICT and Google Cloud have made Gemini Enterprise and Google Workspace available to public servants through the Procurement Service-Department of Budget and Management’s eMarketplace platform. Launched in the first quarter of 2026, eMarketplace serves as the Philippine government’s official e-commerce platform for transparent, streamlined, and cost-efficient procurement of enterprise-grade cloud and AI services.
Transforming Citizen Services Through Conversational AI
Breaking Down Language and Literacy Barriers
The AI agents being integrated into e-government platforms will allow Filipinos to simply speak or text in local languages to instantly clarify administrative procedures—such as setting up a new micro-business, checking community health center schedules, or navigating disaster relief assistance guidelines. This replaces dense documentation with immediate, conversational support, addressing the Philippines’ linguistic diversity and varying levels of digital literacy.
Empowering Public Servants with AI Tools
More than 50,000 public servants will be equipped with the Gemini Enterprise app, an advanced agentic platform that empowers knowledge and frontline workers to discover, create, and use AI agents in a unified, fully governed environment. For example, a city building official can input a query like “find all pending building permit applications for Barangay Central submitted in the past month” into the app’s chat interface to retrieve, synthesize, and act on relevant information across previously siloed data sources. The DICT aims to upscale 200,000 public servants nationwide over the next 18 months.
Scaling the eGovPH App to New Heights
800 Million Transactions and 56 Million Downloads
The eGovPH app, developed entirely by DICT personnel, has recorded more than 800 million transactions and 56 million downloads since its January 2024 launch. According to DICT Undersecretary for E-Government David Almirol Jr., the app’s usage surged sevenfold over the past year, now averaging 100,000 daily downloads and surpassing the government’s original target of 30 million users by 2028. The app serves as a one-stop platform for government services, including digital IDs, permits, licenses, and complaints, integrating services from more than 1,300 government systems.
Managing Rapid Growth and Infrastructure Strain
The rapid growth in users has placed significant strain on the platform’s infrastructure, resulting in a service interruption that lasted five hours in April. Almirol explained that usage surged like an electrical system being overloaded because demand exceeded capacity. The DICT has since activated backup systems and redundancy resources and is coordinating with the Department of Budget and Management to secure additional funding.
Strengthening National Cybersecurity
Cross-Agency Cyber Defense Alliance
The DICT Cybersecurity Bureau has established a cross-agency cyber defense alliance in partnership with Google Cloud, deploying Google Cloud Cybershield—an AI-assisted and intelligence-driven cyber defense platform that protects the digital ecosystem and operations of government agencies. The program currently secures the digital infrastructure of the Philippines-hosted ASEAN Summits running from April to November 2026. Google Cloud has onboarded 56 agencies nationwide and aims to onboard 90 by the end of June 2026.

DICT Secretary Henry Rhoel Aguda emphasized that transformation is not defined by the adoption of sophisticated software tools alone, but by facilitating sustained systemic efficiency across public institutions and widespread access to e-government services. “DICT is accelerating ‘Digital Bayanihan’ with partners like Google Cloud, where AI-driven systems, proactive cyber defense, and network infrastructure operate in tandem to provide every citizen with access to public services and high-speed connectivity within a secure online environment,” he stated.
