Historic Cross-Border Partnership Brings Japanese Smart City Expertise to Manila’s Financial District
The Philippines has embarked on its most ambitious urban technology undertaking to date, with the signing of a landmark memorandum of understanding in May 2026 between Ayala Corporation, Globe Telecom, Mitsubishi Corporation, and KDDI Corporation to develop the nation’s first intelligent city initiative. The project, witnessed by President Ferdinand Marcos Jr. during a ceremony in Tokyo, will use Makati’s central business district as a pilot site for deploying integrated smart city platforms that leverage artificial intelligence, Internet of Things technologies, and advanced data integration systems.
Comprehensive Technology Stack Targets Urban Challenges
The intelligent city initiative encompasses a multifaceted technology deployment strategy addressing transportation, retail and commercial services, energy management, and digital city services. The project will deploy platforms that integrate urban data and leverage artificial intelligence solutions to enhance the quality of life for residents and workers in the bustling financial district. By incorporating IoT technologies to embed artificial intelligence into practical, everyday applications, the partnership aims to build more sustainable and resilient communities capable of adapting to evolving urban challenges.
Ayala Corporation president and chief executive Cezar Consing emphasized the transformative potential of the initiative, stating that the company has always believed in building communities that uplift lives and that technology and human connection would converge to create a city that truly serves its people.
Connectivity Infrastructure as the Fifth Utility
Globe Telecom’s leadership has articulated a vision of connectivity as the “Fifth Utility” — an essential infrastructure element comparable to water, electricity, and transportation in enabling modern urban life. The intelligent city project positions Globe’s network reliability as the foundation for digitally enabling ecosystems across various sectors, from mobility and retail to energy and public services. This infrastructure-first approach recognizes that sustainable smart city development requires robust, pervasive connectivity as a prerequisite for IoT sensor networks, real-time data analytics, and AI-driven urban management systems.
National Expansion Framework Beyond Makati
While Makati serves as the initial pilot site, the partnership framework explicitly contemplates expansion to other Philippine cities, creating a template for nationwide smart urbanization. The collaboration also extends beyond urban infrastructure into digital financial services, with separate agreements signed between Ayala, Mynt, Mitsubishi UFJ Financial Group, and Mitsubishi Corporation to expand GCash services domestically and internationally. These parallel initiatives demonstrate an integrated approach to digital transformation that combines physical infrastructure modernization with financial inclusion and digital economy development.
Water Infrastructure as IoT Testbed
Beyond Makati, New Clark City has emerged as another significant IoT deployment site, with the selection of K-Water for smart water technology implementation. The project includes the construction of the Philippines’ first underground water-storage dam and a water treatment plant capable of autonomous control, with the distribution network integrating IoT sensors and edge analytics to monitor flow rates and pressure in real time. This smart management system is designed to detect leaks and minimize non-revenue water losses — a critical challenge for utilities across the archipelago.
The convergence of international partnerships, government support, and concrete technology deployments positions the Philippines to demonstrate viable models for smart urbanization adapted to the unique challenges of rapidly growing Southeast Asian cities.
